How to block buyers from making multiple offers?
I thought I had set up my 'Buyer Management' settings to block the same user from making multiple offers(on different items), but today I've got 10 very low-ball offers from the same user, for 10 different items.
My 'Buyer requirements exemption list' is empty.
Maybe there's a setting I missed? Or, the setting I need to set is someplace else?
Thanks!

I asked 'If I were to check this, what would it do? What does the 0-5 mean? Block buyers with feedback scores of '0' to '5'? Your answer was 'no'. So, what does it do?
Then you say 'It means buyers with a feedback score of 0 to 5 (whichever you select) AND are currently high bidders or have purchased 1 to 100 (whatever you select) items from you will be blocked.'....which seems to contradict the 'no' response from above.
I asked 'If I clicked this box and picked '0', does that mean block everyone who has no feedback? You replied 'no'. So, what does it do?
I asked 'If I picked '5', does that mean block everyone who has feedback of '5' and less? You replied 'no'. So, what does it do?
Asked and answered:
"It means buyers with a feedback score of 0 to 5 (whichever you select) AND are currently high bidders or have purchased 1 to 100 (whatever you select) items from you will be blocked."
It does not block every single member who has a feedback score of 0 to 5 (based on your selection). It only blocks members who have that feedback score AND are currently high bidders or have made X number of purchases from you in the last ten days.
I'm just not sure how to make it any more clear. Maybe an example:
Let's say you've set your blocks to members who have purchased one item from you in the last ten days, and applied that to any member with a feedback score of five or fewer.
Now let's say I have a feedback score of 5 or fewer, and I bought something from you yesterday. The block you have in place would not let me make that purchase, because I've met both criteria of the block.

Thanks for the fast response. Yeah, I saw the 'and' part. So, this means that ONLY currently high bidders, and prior customers will be blocked? And allows new users who have no, or low FB?
That's backwards thinking! Why would I want to block prior buyers, who I know are honest, and let users who have not yet proven themselves to low-ball bid? That just wastes my time and their time, going back and forth with 5 bids.

I think I'm seeing that the AND and OR boolean method may be confusing to you.
With an AND, both conditions must be true for the action to take effect.
With an OR, then either condition must be true for the action to take effect.
So, if you would like to block the unproven bidders, checkmark the third option, as you have done, and also checkmark the indented (fourth) option. The newbies will be allowed to purchase, but will be limited in how often they can do so.
The seasoned buyers will then not be affect by either the indented option or its parent option. Seasoned buyers will be able to purchase as many items as frequently as they wish because the indented (fourth) option means buyers with higher feedback will not be restricted by the third option.

Thanks for the fast response. I understand how 'And/Or' works...
I think your comment of 'So, if you would like to block the unproven bidders, checkmark the third option, as you have done, and also checkmark the indented (fourth) option. The newbies will be allowed to purchase, but will be limited in how often they can do so', clarifies that I CAN NOT do what I want. Which is to block ALL users who have 5 or less FB from bidding or buying.
Yes, I know that this(if it was possible to do so) would cut down on my bidders/buyers. I've had too many bad experiences with newbies, or those with low FB...I just don't want to deal with them anymore.
