Since eBay switched from File Exchange to Seller Hub Reports, all of the links in the resource PDFs are now broken and just take you to the useless seller hub resource page... but yet eBay hasn't bothered to release updated documentation.
In the "File Exchange Advanced Instructions" PDF (which apparently has not been updated since 2015), it states the following:
Possible valid eBay ConditionID values include:
• 1000
• 1500
• 2000
• 2500
• 3000
• 4000
• 5000
• 6000
• 7000
To obtain the ConditionID value for a specific category, generate an Item Specifics
template. The generated template will contain the new ConditionID field as well as the
ConditionID numbers. Literal values are defined in the Item Specifics Definitions file that
accompanies the generated template.
To view the ConditionIDs for all categories, go to File Exchange Instructions and
Resources and click theConditionIDs by Category.
(emphasis added). Nowhere does it tell you exactly HOW to "generate an item specifics template" and the "File Exchange Instructions and Resources" page linked above no longer exists; the page routes to a generic Seller Hub info page with ZERO resources on it.
Where the [CENSORED] can I find (1) the list of conditionIDs by category, and (2) the list of item specifics by category?
eBay is such a [CENSORED] incompetent useless company.

If you download the Excel template for creating new listings, there will be a drop-down menu in the template for Condition ID:
1. Click the Reports tab at the top of Seller Hub.
2. Click "Uploads."
3. Click "Get template."
4. For template source, select "Listings."
5. For template type, select "Create new listings."
6. For file type, select either "Excel Spreadsheet (.xlsx)" or "Comma Separated File (.csv)."
7. Select one or more categories and then click "Done."
8. Click "Download."
You can select up to 10 categories when downloading the Excel template. When filling out the template, select the name of the category in the Category name column. You can then select the condition in a drop-down menu in the Condition ID column.
If you download the CSV template, it would not have the drop-down menu. You could go to the following page to find information on condition IDs:

Thank you. Does eBay ever plan to produce updated PDF documentation manuals? They're still finable on the eBay website (through Google), but are almost a decade old.
