I've done some experimenting and wanted to confirm that URLs that are all EPS-hosted photos, or URLs that are all Externally-hosted photos, can be uploaded to an eBay listing through File exchange, but a mix of EPS and self-hosted URLs within one listing will still be blocked and will trigger an error message with that warning.
I've tested this only on a revision, where I pulled EPS photos from another listing.
The two major components missing from a File Exchange retrieval have been the Description and the Photos. The Description can be extracted from active listings using the Bulk Active Content Editor, and photo URLs can be extracted using the Bulk Photo Scanner.
