The compatible programs should be able to produce the appropriate files. Does LibreOffice have the option to "Save As" in Windows CSV format? I would think so, since the Mac CSV format uses a different file terminator.
Based on the sample uploaded file you provided us (which also had the wrong file terminator), there was not enough detail in the variation for a submission and the PicURL field was empty on the first line, so would expect a failure. Let's look at your single product upload file. Can you share that file with us?
It seems we are looking for basic file format failures, but there could still be a data error.
It looks like you have only one CSV save option, so that is the one to use. While you are preparing your file for display here, I'll go ahead and create a simple one line upload for File Exchange, test it on my own listing, and then give that file to you. That will probably take an hour, probably less, to get it end-to-end tested so you can use the same file. At least that way, we can start with known working data and try to track down the system incompatibilities if those are the real issues.
You'll need to use the </> toolbar icon to open a code window. Otherwise the text will take on attributes of the forum. Can you try again?
