Ebay Feature to modify Sent Offer to allow counteroffers is broken/not working

Ebay gives sellers the ability to modify a sent offer to watchers, to allow counteroffers, if you initially send the offer without counteroffers enabled.  However this feature does not work.  It will attempt to change it, then tell you an error occurred and the only thing you can do is cancel the failed modification.

Update to this problem:

It occurs when you try to modify a sent offer on an android tablet, whether the page view set to desktop or not.  On a windows laptop it appears to work.

2nd update.  It APPEARS to work on a desktop pc, to change a sent offer, but it actually doesn't.  I tried changing a sent order to include a counteroffer, the site rejected the change a few times, then the next time didn't flash any error message and appeared like the change went through.  Buyer still wasn't able later to send a counteroffer, so apparently even with appearing like the request was accepted and done, it didn't make the changes to the sent offer.
