No. The criteria includes an estimated delivery time within 4 business days. The delivery time estimate is based on the buyer's location. So for instance if you offered ground shipping (Parcel Select, Media Mail) a buyer in Hawaii or on the opposite coast probably wouldn't see FnF.
I checked a couple of your listings and found that you are offering Media Mail for items that are not eligible (shoes and handbag). You need to revise the shipping on those listings.
