I received a question from a potential buyer. Before I even answered it I got another message saying thank you for the offer I just need to confirm the answer to my question first. I answered the question and the item popped up sold for less than the listing price. But, I didn't send her an offer and I can't find any record of the offer. I am going to sell it to her at that price, no problem, but I don't want Ebay to automatically send offers for me. I don't have any settings like that chosen on any of my listings.

If you sent an offer on that item in the past, and you did not de-activate automatic offers, then yes eBay will send an offer to interested buyers. It's a setting on offers management, not on the listing form.
Next time you send a seller initiated offer, look for that slider to de-activate it.
Good news for you @2mehome , just this week eBay launched a feature to make it easier to manage your automated offers!

I have the same exact issue with e bay. They are sending offers to buyers without my permission. I am sure this is illegal, so how can we stop them from doing that?

So if you go the the page https://www.ebay.com/sh/mktv2/offers and click on end, does that end e bay automatically sending offers for those items?

Yes, hitting 'end' on that page will turn off automated offers and ebay will not automatically send new ones unless you reactivate the option.
