Changed Shipping setting now I can't list

Changed my shipping settings to offer ebay discount rate and now when I try to list it says "please select a policy" and when I go to I have no policy to select.

I know I'm probably missing something that's right in front of me, but any help would be great

You need to set up your policies to have 1 or more to select from. 

Go to Your Account, Business Policies - 

You can create your policy templates by following these steps:

1. From the Create policy dropdown, select a policy type.
2. Give the policy a descriptive name and add a brief description.
3. Add your policy details and select save.

Thanks, had to be in browser to see this option. Though, I've never had to create a policy, it's all been automatic for me.
