I have this error in file exchange program,
BAF.Error.9
Duplicate Headers:1|2|Variation
I thought it might be because I changed quantity from 1 to 2, I have a program that makes my csv file, and quantity is set to 1, I then edited it in google sheets using find and replace. I'm not sure if editing it keeps the old data somewhere. Even though in google sheets it says 2, perhaps the data for 1 is somewhere? In the code? Ive no idea.
apparently the problem is on every line.
Any ideas?

Caveat: 1) I do not list using variations. My answers come from the AdvancedInstructions and previous posts/results from other members. 2) You are in the UK. I, the US. While I have found no differences in the way FileExchange works, between these two sites, there are some field/column value differences.
Using your tinyupload file...
1) the Value in cell G2 needs to be in H2,
2) the RelationshipDetails in the parent (item) line, must match exactly the RelationshipDetails in the child (variation) lines. In the parent lines there is no space immediately before and immediately after the equals sign. So omit those spaces in the child lines. Nor are there spaces immediately after the semi-colons in the parent lines, so omit those spaces in the child lines.
For instance, the RelationshipDetails for CustomLabel - FL/Bri455133 should be 'size=80 x 150cm', and the RelationshipDetails for CustomLabel - FL/Bri455111 should be 'size=120 x 170cm'.
Note: This same rule applies to the values in the PicURL field/column.
3) 14 day returns are no longer supported in the US.
4) The field/column AdditionalDetails is also no longer supported. If it is still supported in the UK, it will be a field in your Return policy and does not need to be a separate column in your csv file. Since I do not use Business policies, at this time, I do not know, for sure, that this will cause a conflict, but I would delete the column, anyway.
The same would apply to the shipping fields, as they should be covered in your shipping policy, and the return fields, as they are covered in your return policy.
5) C:Brand is a required field/column. So is C:MPN. I have found that while 'Does not apply' works in most cases, using the CustomLabel in this field (when you do not have a MPN) may allow Google and other major search engines to find your products.
6) The Location field should be City,Country, and that country should be in GB, as specified in your Action statement. ie. The Location and Country are linked. The value in your Action statement is correct. The value in your location field might be 'London,UK'. A recent post from another member in the UK, had an issue with this, and they have not posted their final solution. So you may have to experiment with this. If just 'UK' works for you, please let us know. It might help others.

Note that two blank column headers are also considered a BAF.9. IT has been a while since I tested this. I can not know for sure, in your case without seeing a sample csv upload file. It's ok if you do not wish to post it...
