Automatic Offers

How do I set up Automatic offers for Ebay to send out to watchers?   I want ebay to automatically send an offer out for a certain percentage off when someone likes the item.

I can't find it under "Active Listings"  

Is there a way to add this to all of my items in bulk?

Ebay doesn't do things like that.  Making offers to watchers is your job.

Or you could just do a a buy it now with best offer and see if anyone offers.
