Hello, the buyer opened a request to return the product and sent me pictures, and the damage to the product was minor. That is why I decided to return a partial refund to the buyer, about 35% of the product price, but the buyer has not yet responded. The buyer can ask eBay to intervene to solve the issue after a day, and I want to solve the issue myself because the price of a product is low.. I want to ask what happens if the buyer does not respond to the partial response. Also, now I have sent the buyer a partial refund. If I decide to return the full money to the buyer, can I return the full amount to the buyer and close the case?

Yes, you can issue a full refund and the case will be closed.

The buyer is not required to accept your offer of a partial refund.

If the buyer opens an item not as described case, the seller will be required to send the buyer a prepaid return label if he wants the item back, and to refund in total when the item is returned.

The eBay Money Back Guarantee for buyers should be required reading for all sellers as well as all buyers.  Have you read it?
