The seller sent me three of the items because their payment system was messed up and it kept telling me to pay for the item. Somehow I paid three times and got three of the item. I work from a PC. Why can't I return an item without a photo now?

A photo being included for a return is a good policy to have, and I say this as a buyer only.

The photo required is a random requirement that eBay has been applying to some return requests. No rhyme nor reason as to when it is being required at this time, and at this point seems senseless, as apparently it's all bot processed, and "any" photo can be attached, and the bot does not care

The seller has free returns. It might look like you're abusing the seller's return policy when you made the mistake.
I would be upset if a buyer bought three identical items and I ended up losing the shipping both ways x 2 because of their mistake. You should resell the 2 items. Or if they're consumables like razor blades or night cream use the others when you run out of the product.
