received an item that was not what I had ordered. it said seller pays shipping back
paid from my pocket to ship back. item has been shipped and received now what?
how doe ebay know, how do I get my money back?

You don't get your money back unless tracking shows delivered. To return something to China with tracking costs around $60.
The way eBay makes the seller responsible for return shipping is you get the return shipping money up front from the seller before returning it. If they don't pay you then you go back to the case and ask eBay for help. You let them know the seller hasn't provided return shipping money or a refund. At that point eBay will refund and not require you to return the item.
If you have tracking proving delivered then you might be able to get a refund for the original purchase.
I have a feeling you don't have that.

Sounds like you did not read and follow the MBG.
Did you open a Not As Described case?
Did the seller send you a label or funds to buy one for the return?
IF you just paid for shipping and sent it back, you will not be refunded.

You don't, the case will time out before any sort of tracking you could have gotten shows delivery.
