seller is not sending a return shipping label

I have started a return for one item, which should be sent by 2nd of June and the seller has not yet sent me a return shipping label. I have been contacting him for 10 days now and he said he isn't able to buy one but he'll send me money to PayPal so I can buy one myself, but he still hasn't done that. I want to ask eBay to step in and help, but I don't see that option. Is the option going to be available after the return closes or is there a way to contact eBay regarding this issue ?

Whenever this happens, eBay says here:

 

The option to ask eBay to step in does become available after the 5 business days a buyer is provided to upload tracking information/work out return shipping with the seller. This is the same timeframe that is given to the seller once eBay is contacted (though I can confirm the resolution is likely going to be quicker if the buyer contacts Customer Service). Additionally, a seller is capable of providing a prepaid return label in many other countries or simply paying for the cost of the return, after which the buyer can upload the tracking information as is being requested.

 

So @zte-82 contact eBay now.

Click "Contact eBay on Messenger" at Facebook here and leave your name, email, and postal code. Tell eBay that the seller has not put the check in the mail, to get the check in the mail.

Your seller is overseas and has no way of buying a label in your country.

 

I would get a price from your postal service provider for the return of item and will advise the amount to your seller along with your PayPal related email address.

 

Your seller has already advised you that he will pay you and on receipt of payment into Pay Pal you can send the item to your seller.
