When book sellers offer returns what exactly does it imply? The customer can buy a book and decide they "just don't like it"? Then return it?   To assume that it hasn't been read?

It's a leap is to assume that a returned book hasn't been read. (I mean, maybe it has... maybe it hasn't.)

But to your question, a seller can choose (but isn't required ) to approve a Return request for a remorse reason.
