What would you be returning if you did not receive it?

Look at the last estimated delivery date in the listing.  If that date has passed by more than a few days, you can open an item not received case.

Then please take the time to read eBay's Money Back Guarantee for buyers.  It's seen in every listing and it clearly explains a buyer's options if/when a transaction goes wrong.

You can't. You could apply for a refund  as @soh.maryl has described. Yes... read the Money Back Guarantee.

Return does not mean return my money, it means you want to return the item. You haven't received an item to return. What you want is a refund because you paid and haven't received it yet.
