I seem to be having the same issue.  I bought three items from the same seller, Pokemon cards, and then discovered they are fake.  I then requested a partial refund from the seller and they agreed.  I accepted the partial refund but have not received the credit back on my original payment method.  Problem is, eBay seem to think that I received my money since I accepted the partial refund from the seller.  Because eBay's system recorded that I accepted the partial refund, which I did, it assumes that I received the refund and now will not let me do anything to appeal or clarify the situation.

Any help to my or the original poster's plight would be greatly appreciated.

A refund is a two step process.  Step (1) is that eBay issues the refund to your original payment method.  Step (2) is your credit/debit card issuer posts the credit onto your account ... for some issuers, this can take weeks to happen.  eBay cannot control step #2

As you discovered, eBay customer service is frustrating.  Instead, try contacting your credit/debit card or bank to see if they can tell you if a refund payment is pending.

Refunds going to a credit card can take awhile to show up, like a complete billing cycle.

Have a great day.
