Nope, eBay considers attempted delivery to be delivered. If your buyer files for Item Not Received, the case will close without a refund, and feedback is blocked or removed if already left.

Evidence of successful delivery
We require all of the following to prove a successful on-time delivery:

Many times, when there was an original delivery issue and the buyer goes to the post office, the item is handed over without a delivery scan. After that, you can try to help the buyer beat around the bushes to look for the item.

The package could have went back out with a carrier or it was perhaps still on the carriers vehicle.

Your buyer will need run his delivery down.

If the buyer opens a Item Not Received case,  just enter the tracking number into the case.

Re: package not received

Tell the buyer to go to the post office on Tuesday and ask them to check again.  They can also check the tracking # on the postal system and it might have updated information that the buyer can't see on www.usps.com.     It could be on one of the many shelves in the back and it could be in the carrier's truck.
