how to contact customer service with a return issue

I'm getting message We couldn't process your request because of a technical issue. Please try again.

How is this resolved.  Isn't there a way to contact customer service.

You can get that message if you are signed in to a different eBay account than the one you used to make the original purchase.

It appears you just created this eBay account today.

Sign out of this eBay account and sign back in to your other account.

Not sure what your "return issue" is, but did you know that you do not have to contact eBay to resolve an ordinary return issue? 

Just open the item not as described case from the listing in your Purchase History.
