1 week ago, I purchased a smartphone in new sealed condition. I had to leave the USA for a business trip in the same day I received the item. Upon opening the package, I discovered it was a refurbished smartphone with a Chinese screen, not even an original one. Unfortunately, I cannot return it as I am currently outside the USA and won't be back for at least 2 months.
refurbished items on eBay sold for 170-200 and I have paid 400.
so because I can't return it, how can I ask eBay to step in for a partial refund?

It’s fraud if it’s done knowingly. Otherwise, it’s a mistake. [Mistakes are more common than fraud.]
As you’ve already been told … eBay doesn’t enforce ‘partial refunds’. That’s strictly between the buyer and the seller.
You might phone your credit card company and explain the problem. See if they can delay a chargeback if you if you aren’t able to return the item for another two months. Follow their directions. Good luck!

You can't, a partial refund isn't up to Ebay.
Your options are to return it or keep it.

"Chinese screen"..."partial refund"?...I would return it.
One can return anything not matter where you are..You can mail anything from another country.

That's why ebay has a MBG. If the item wasn't described accurately, you filed for a NAD (not as described) return. Being out of the country doesn't exempt you from returning as required by ebay policy.

That's why they provide the 30 MBG, but you have to use it.
When buyers file an INAD, Ebay does keep track of them and they will deal with the seller if they get to many.
