It took me longer to ship an item. I got shipping label, I was in the process of shipping it, the bayer cancel the order. I never got pay for that order, however Ebay charged $21.22 to my bank account ???

Right, if the payment is being held or you don't have the avaliable funds, you have to pay the refund from your funding source or checking account.
When the buyers payment is avaliable, the funds will be sent to your checking account.

More details is needed. You mentioned it took you longer to ship item, how long? Most likely buyer filed a claim on you due to no shipping and eBay refunded buyer out of the proceeds you received from sale. That is how I take this. eBay didn't charge you, since therefore you didn't earn buyers' payment. Does that sound right? If so, keep in mind that is a strike against you as a seller, several more and you will find trouble with your account. If I'm wrong, then please add the missing information.

Sounds like a couple things happened @best300shop* , and I'm just guessing here without more information:
1. You paid for the shipping label. You can request to void that label (instructions below) and get refunded by the carrier for that portion. It'll take a few weeks.
2. You took too long to ship so the buyer filed a non-receipt claim. eBay found the claim in the buyer's favor which means your fees on the transaction are forfeit to eBay since they had to step in. You cannot get those funds back if that's what happened.
3. As kensgifts mentioned, when a refund is issued to the buyer, those funds are pulled from your account, and the buyer's payment will eventually clear to offset the refund. But if eBay found a claim in the buyer's favor, that means you won't get the entire amount credited as mentioned above.
To void a shipping label purchased through eBay, go to this page, find the order and select Cancel from the Actions drop-down. The void option is available for 28 days.
It takes between 2-4 weeks to receive a refund on an unused, voided label. You'll see the refund on your original source of payment (eBay funds, bank, credit card, etc) and the funds will appear in your account without an email notification.
