item was sent postal priority flat rate 16.95 to buyer .ebay is charging 19.87 to my account for the return label.

Were you charged any additional charges on the shipment? Did $16.95 cover the shipping initially?

You stated flat rate; that sounds like a Large Flat Rate. You purchase at discount; and returns come back at retail....

the box was the small medium flat rate. buyer returned item to me in same box
