Are you the buyer or the seller?
Can you provide more details why you need eBay's help? Most problems can be answered here.
If you're having a problem because you don't accept returns and the buyer is trying to return something for a refund you can't fight it.
If you're the seller eBay doesn't make the buyer prove the item doesn't match the description. They're going to force you to refund. eBay MBG trumps your return policy. If you ask eBay for help or ask them to decide they'll always decide in the buyer's favor and then give you a defect for having a case that was unresolved by the seller.
Are you sure you want eBay to step in? You're better off to accept the return and issue a return label if you want the item back. That way you don't get a defect against your account.
Sometimes eBay will automatically refund the buyer and let them keep the item if your return policy is no returns.

There is no number for incoming calls. If you are a buyer, go to the bottom on this page and request a call back by selecting Contact Us at the bottom of the page. In the pop-up that appears, select See More and scroll down to find the Contact an Agent option. From there request a call back.
If you're the seller, same thing here:
