It looks as though you and the seller are both located in the USA. Is that correct? If not, what other country is involved?

The seller doesn't need to print the return label, you need to do it. If you have opened a return request, and the seller has accepted the return in the case, then you should be able to print the return label using the link in the case. Look for the case in the Resolution Center, open it to view the details, and look for the link.

If you haven't opened a return request yet, then you need to do that.

Do you mean that the seller said they were unable to send a label? As others have said, if you are both in the US, the label should have been available to you to print once the return was accepted.  You don't see a link in the return to 'print label'?

The seller is correct. You (the buyer) have the ability to print the label.

Why are you returning it? Who is responsible for return shipping costs?

The buyer is not sent an actual label. The buyer prints the label from a link to print the label the seller or eBay sends to the buyer.
