Item arrived broken/defective the buyer sent me pictures of the broken parts, and asked for a refund, they then selected item never arrived for the refund reasoning?! And won’t respond to my messages? And now I’m under a “periodic performance review”. Is there a way I can get my item back? Or should I will I be forced to refund without getting my item back. Very new to eBay it was a headache proving to them my tax information and now this.

Actually, the buyer did you a huge favor. A mistake, but a favor. Enter the tracking number into the dispute, eBay should see the item shows delivered and back off.
As for the broken parts-that's now between you and the buyer and your feedback.

A buyer can still open an "Item Not As Described" case after the "Item Not Received" case is closed.

Very simple, if you have the tracking# showing delivered to buyer's zip code, you're ok and buyer must return item before you refund.
