Wrong item has been sent and return declined by seller

I received an item which turned to be different part number than the one I ordered. When I asked for return, the seller declined it and the case was closed just like that!!!! 

I couldn't find anyway to contact eBay customer service to look into the case, also I can't appeal since this is against eBay policy!

I left a negative feedback which was removed the second day!! 

I wonder where is the customer protection program that eBay keeps talking about, and how could anyone be sure of eBay's credibility when reviewing any seller's rating since he can just wipe out the negative feedbacks.

You would have had to open up a return with the reason "Item Not As Described" This will force the seller to refund you. And if they refuse, you will see something I call "The wrath of ebay" where ebay will force funds from a seller to refund you. And in some cases you can keep the item, or they pay return shipping.

 

In your case, you cannot request a second refund and time has passed. If you paid with PayPal. Open a dispute within 180 days. Worst case, you can open up a dispute with your CC company, then the bank.

 

As for the negative feedback, it can only be removed if it violated any of eBay's feedback policies

A return request can only be declined if it's past 30 days from delivery, or if you cited buyer's remorse.

Already followed the process within 30 days of item delivery, but the seller declined the return and case was closed and appeal is not an option for eBay !

Even my feedback was wiped off in few hours after I left and this is not the first time for me to experience the same! I wonder where is the customer protection program eBay keeps talking about.

Right, buyer's remorse it was, then. And you've cited the incorrect reason more than once?

 

Also, negative feedback is programmatically removed if you lose a case.

Sounds like you filed for a return, if the seller has a no return policy, they can deny the return and close the case.

This is what you should have done to be protected by the MBG.

Go to the resolution center below and select, the item doesn't match the description.
The seller would have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.

What reason did you choose for the return?

Contacting eBay customer service has been turned into a puzzle game.

You have not answered the question about what reason you chose for the return. This is important.

We would like to know because your seller may have figured out a way to exploit the new format in some way.

There have been a few loopholes that have come to light lately.
