I'm so over sharing this story but I will once more hoping to help other duck before you get knocked out by your own corner man..
I bought some old radio stuff I have zero knowledge in this area but...hey I'll try anything once..
Do I need to mention we have a stellar customer service history..
I listed item For parts not working and said I know nothing about the items. EXTREMELY CLEAR. The winner waited no time when it arrived to message me wanting us to pay to have the "non working " item repaired ..
I offered to take it back if he would pay the shipping... he declined.
Later that day he opened a case ..
Item not as described ...radio does not work... seller will not pay to fix
Who buys a parts non working anything and complains it doesn't work? Then buyer left a slanderous review in bold type. Seller is a scammer he's under investigation by ebay. Blah blah blah none of which is correct ...
I did what I've always done when I'm dealing with insanity.. I call ebay. Go on record I have a difficult buyer and ask advice and get options [what do you feel is the best way to handle this???]
I was then told by ebay operator..." this isn't right." And said i did everything right.. in my listing . And the review would be removed and the case dropped.. I ask what do I need to do at this point? Nothing she replied we will handle it all from here..
The next day I saw a message that I lost the case and the review will stay..
WHAT? So I called back and explained it all agian as you do. And then the new operation said.." the 1st operator told you everything thing wrong none of this is correct.... WOW.
. it gets worse..
I started an appeal. With the 2nd operator.. in a few hrs I get a message saying I lost customer get refund and now will not have to send my item back either..
P.s. I looked at buyers history he had done this weeks before to another seller.... and my seller sells these items so he is playing the system stealing from honest hard working folk... I know sellers get the win if wording is right but this is not even close to questionable and ebay operators agree but the outcome is not right...fair...shouldn't be legal. And the buyer is still out there ready and looking to rib you next..
This system makes as much sense as our country these days. I hope this helps someone please tell.me how ebay can give instruction thats wrong and it's my fault

No, you don't call eBay. CALMLY tell the buyer to return for a full refund. Rinse, lather, repeat.

For Parts Or Not Working should have covered you if that condition was an option when listing the item. If only "new" or "used" were options then you lose that coverage.
Feedback that mentions "investigations" is supposed to be removed, also.
Clearly you got bad advice from a phone operator, which is very common. Escalating the case to eBay too soon was also a mistake.
You're going to have to keep complaining up the chain with eBay until they fix it, or go at their Facebook page. Eventually you may be able to get them to at least give you your money.
Your response to the buyer should have been "return for refund" and nothing else. And you should have approved the return and paid for a return label. Not doing so is why they may get to keep the item and the money. Now if the guy sends the wrong thing back, then you can get the law involved, and maybe you could have shut this guy down.
You do still have options to report the buyer to eBay, may as well do that although I'm not sure it does anything at all.

For Parts or Not Working item condition does not overrule anything stated in the listing.
In this listing the seller claimed the radio does "come on."
In the feedback the buyer claims the radio arrived DOA.
If the buyer is right and the radio does not power on as stated in the listing, then it is indeed a valid Not as Described claim.
For Parts or Not Working does not automatically cancel Not as Described claims. The description and other info in the listing still has to be accurate.
edit to add: in my opinion, this transaction is a prime example of why eBay's expanding feedback to allow 500 characters is a bad idea for all involved.

What does "come on" even mean? The light turns on? it hums? I mean come on, it's sold for parts, clearly it's not 100% functional.
Old radios generally the capacitors fail particularly when they go through the impacts and vibration of shipping, this is why I quit selling them (in addition to the double boxing and so forth needed to protect them).
I would expect this buyer knows this and exploits it to burn novice sellers both for his gain and to discourage competitors in his sales category. And don't think that doesn't happen, I got a bum feedback from someone when I sold off a collection of plastic toy horses, complaining about just exactly what I said was wrong with it in the description. Then I see they're selling the same thing, except instead of me cleaning out our basement never to sell these things again this person's primary sales were these horses. So they're both mad they didn't get a perfect mint horse they weren't getting in the first place and they want me to not sell any more. Well okay I wasn't going to anyways, the last few that were too rough for eBay went at a flea market.

If the seller states something in the listing, the item needs to be in the condition stated.
If it says it "comes on" and the buyer gets it and absolutely nothing happens when plugged in and turned on, then it does not meet the listing description. If the seller truly wants to absolve himself of any responsibility for operating condition, he needs to NOT make statements in the description that indicates something will happen or not when the item is plugged in/turned on.
If a seller is allowed to make claims in the description that are not true, then hide behind For Parts or Not Working, then what is to stop a seller from showing a picture of one thing, and sending another?
All listings need accurate descriptions.

It powered on but didn't do something he wanted. It was listed as NOT WORKING PERIOD> the end of the day. you have garbage thieves that always want to beat anyone they can and then you have good folks ..
We make a mistake, Oversight, or have an unhappy customer we fix it. at big loss at times.. The point here is COPY AND PASTE APPEAL DENIED> If you have proper proof someone should read it . Now at home since COVID the fast they COPY AND {PASTE the faster they can get back to the couch. or so it seems I put things in appeals so I would KNOW FOR SURE IT the info was read... it was not.. It took 3 months multiple calls hours on hours. cause I never give up when I'm right ..Just to have the bad review removed. I never got my money.
