Won’t let me create return request

I bought a digital item on eBay and the seller never sent me a message, so I made a return request and then the seller finally messaged me and said if you close the request I’ll  send you it so I closed the request and he never sent it. When I tried to open another one for the item it just keeps telling me “You’ve close the return request.” When I talk to the bot it says “You've already open a request for this item check the status” and over course when I check the status of it, it still says “You’ve close the return request.” So what do I do?

If you've botched your Return on eBay, the next move would be to open a claim with PayPal or your credit card.

I used eBay gift cards I got for my birthday so I can’t do that

Sorry that this happened to you, but now you will know that in the future you can not open a return for something that you did not get, and also to not be scammed into closing when lied to by a seller.

Don't know but maybe the OP can go through PP.  Don't gift cards go that way?

As the seller is not listing correctly (not in digital goods category) perhaps the OP can go through PP with an "item not received". There is no proof of delivery.

Well you shouldn’t buy digital items in the first place.

Probably OK to buy "digital goods" that can legally be sold from a reliable seller, but in this case, agree, not a good idea.

If you're buying game accounts, you would have lost your money anyway, when they shut the account down.

Digital items not received are not covered by Ebay anyway. They are covered by Paypal, so try there.

If you remember from your most recent refunded purchase using your gift cards

that refund showed up at eBay Checkout for reuse towards another purchase, no physical card needed.
