I sold a pair of shorts in brand new condition. These shorts are packaged in a thick ruberry plastic type bag where it cannot get damaged inside. I also properly packaged the item in a bubble mailer. The buyer sent a return request, claiming that the shorts came damaged.
I list all my items with no returns accepted. What steps should I take? I dont want to give this person a refund and I also feel like this is their way of regretting their decision in purchasing an expensive pair of shorts.

No returns does NOT mean no refunds. If the buyer opened a case for refund stating 'damaged', there is nothing you can do except accept the return, you will be paying for the return shipping, or you can opt to just 'refund' the buyer and not require the item be returned, saving you the shipping cost.
Buyers have a 30 day money back guarantee. It's buyers word or sellers. As a store would do, buyers are always correct.
No video or picture proof is accepted for any type of 'proof' of anything.

You will need to accept the return or e-Bay will accept it for you. If the Buyer claims they are damaged, a Seller does not have another option. It doesn't matter. If these were "expensive" a rubbery mailer is not going to necessarily prevent shipping damage. For $125 shorts, perhaps a box might make more sense.
Stating no returns in your listings does not apply to a SNAD claim (not as described/defective/damaged)

Either refund the buyers money or ebay will step in and do it for you.
