A seller claimed he no longer had a product he listed for sale. He simply canceled the order and issued a refund. I did not want the refund, rather I wanted the product. Is there anything in ebay's policies requiring him to buy it elsewhere and provide it to me as ordered or at least ask me if the refund is what I want?

The seller should have canceled the purchase as out of stock...
and then they would have a dink on their account.
I'd double check to make sure that's what they did...
and not canceled it as customer requested or anything else.
No. I'm pretty sure there isn't anything in ebay's policies like that...
that would probably be a huge disaster if there was lol.
P.S. You look like a great customer...their loss
If someone did that to me...
I'd probably just buy from someone else.
...who was less sloppy

No.
Sorry, almost laughable.
There is NO Entity that can 'compel' a seller to do that (Craigslist, Amazon, Etsy, Bonanza etc etc. )

No, there is not. If I mistakenly run out of stock before I catch the listing and take it down, and you buy it, order is getting canceled, you're getting a refund. That's how the system works. Am I required to become your personal shopper and go out and find what I did not have to fulfill your wishes, needs, entitlement? No I am not.
This is the Buyer ebay continuously provides us with. And some wonder why Sellers get the way we do at times with "these" Buyers.

If they are just an eBay seller like we are, it is kinda crazy to expect them to somehow get more stock of something that they sold out of. What I get to sell is what I source myself to sell. When it is gone it is gone. A refund is the only option. Mistakes happen...

Mistakes happen. Sometimes a seller has an inventory that's miscounted and has to cancel an order, and sometimes a buyer orders an item "by mistake" and cancels too.
We are all human, and by the law of large numbers it logically follows that there are a handful of us that are not capable of basic reading or visual comprehension.
It's all a numbers game.
And no, ebay cannot compel a seller to buy an item for you when they run out of stock. How would you expect this to work if it was a one of a kind item that got destroyed in a fire?

@kaalrock, no, absolutely not.
In fact, it is specifically against eBay policy for a seller to do what you are asking for.

Why the fuss. I get your disappointment but you got refunded.
If it's an item fairly easy to find no problem, buy it elsewhere. If not another will probably come along in time.
I was disappointed once on a hard to find item and set up a saved search. It took awhile but another in even better shape and even more affordable came along after awhile. I waited for the first one to come along, waiting for the second one was just a slight glitch in my quest.
Patience paid off for me......................................

No eBay can't force a seller to sell. People were far less willing to break rules back when immurement was used as punishment. Just have to find a better seller.

Beyond a longer, healthier life, what could anyone truly need to purchase?
In the end, possessions are just shiny clutter with a price tag.

One might also wonder why someone keeps on ‘selling’ when they’ve obviously burned out on that profession ages ago. 🤔

seller can cancel order due to man reasons.
1 : out of stock
2 : if seller suspect buyer has brand new account , its possible seller might cancel bcz on ebay mostly brand new accounts do scamming.
3 : seller might selling same item on different platforms, so if he has low inventory and he get paid more on other platform better so he might cancel.
4 : if shipping address is wrong on order , seller might cancel.
5 : if buyer demand something other then what is on listing after placing order, so seller might cancel the order.
6 : if buyer ask to seller to ship to different address other then what is on order, so seller might cancel the order. bcz if seller change address other then what is on order and buyer open case later with paypal, seller will loose case, so sellers usually cancel order for these kind of buyers. there are good and bad sellers and same way there are good and bad buyers and sellers have to protect themselves from being scamming and take preventive measure other then allowed valid reasons.
7 : if buyer demand discount, seller might cancel the order.
8 : if shipping cost is more then the product cost to ship in that area where buyer is located , so its possible seller might cancel the order.
and there are more reasons to cancel the order by the seller , it does not mean above all reasons are allowed by ebay but still seller might choose any reason to cancel the order. i am not sure what is your particular case.

Sorry, your #2 reason offered above is not allowed. "Mostly brand new accounts do scamming"?
