Hello!
I would like to return a postage fee to a buyer.
I have tried 5 times.
After 8 hours each time I receive the following message:
There was a technical issue and we couldn't process the refund you sent. We apologize for the inconvenience. Please retry sending the refund, and we'll get it to the buyer as soon as possible.
I would like to contact to someone at eBay, otherwise why I am paying 20% commission to them, but I can contact only with stupid AI assistant.
Why can't I make a refund?!

If it is an ebay site issue you might try clearing your device's temporary internet files and cookie cache, then restarting it. If you are trying to send the refund using the ebay app, try logging in the classic way with your username and password so you get whole site access then try to send the refund.
If you originally joined ebay from one of the European Country's site like ebay Italy ( www.ebay.it ) or Germany ( www.ebay.de ) you should login to that site and ask about the problem on that site's community. This is the U.S. based site's community ( www.ebay.com )
Depending on what country your customer is in, maybe there is a currency exchange rate issue or your bank or card company doesn't convert funds to the buyers currency.
Just so you know, The word for returning part of a payment in English is, Partial

Do you have the avaliable funds to cover the refund?
Have you provided a funding source to cover refunds?

Did you make sure it really didn't go through?
Perhaps it did go through as you can't refund twice (I thought). So, the option wouldn't be available from the pull down selector the second time around.
Check your transactions and see if your account was debited?
