So I purchased a starter from [a] seller for a 2005 Acura TSX on December 19. My mechanic was doing a transmission swap and said there were a few things that I should consider replacing while doing this and the starter was one of them (even though it was still working at the time) because it looked to be original and had some play to it. Upon trying to install it he said it was not the same and was not fitting my vehicle properly so I contacted the seller for a return on January 11 (seller accepts returns until January 21). the seller responded quickly offering a 10% refund without a return, I said no I want a full refund. This has gone on for appox 8 days now with multiple messages a back and forth with the seller offering me different amounts for a refund but not the full amount or a return shipping label! I'm afraid the seller is toying with me to get the January 21 so that they can say I am past the return window. I have tried the online robot chat with no help, I called the customer service number with no help, and have followed all the step to try and get a refund with no success. So can anyone point me where to go from here and how to get my money back for an item that doesn't fit my vehicle??!!

There's only one step... find the item in your Purchase History and press the big, blue 'Return this item' button. Tick that to open a claim and cite "Doesn't match photos/descriptions" as the reason. You'll receive a return shipping label to return the item for a full refund, and if you don't receive the label... escalate the case to eBay when that is allowed. You'll be made whole.
Note: There aren't steps to try to get a refund... there are steps to return the item for a refund. Good luck.

That is exactly what I have done already hence the many messages with the seller but the seller keeps giving me the run around for the last 8 days delaying the return and not sending a return label. I've tried finding how to get ebay to step in but there is no button or link to actually do that!! I've clicked on every page and help topic in regard to returns and refunds and it keeps taking me to basically do the return again which only contacts the seller. I need to know if there is something i'm not seeing in how to get ebay to step in and where it is that I can make a claim with EBAY not the seller again!

There's no reason to keep contacting the seller.
If the return case been open 4 days, return to it and ask Ebay to step in for a refund.

can you please show me where to ask Ebay to step in?
When I go to the purchase details there is no way to ask Ebay to step in so this is where I'm stuck!

When I click on more actions, then click Return an item, it is only allowing me to contact the seller, there is no option to contact Ebay

because you already opened a 'return' case- so in that Purchase area, scroll down FARTHER and you will see 'return cases' (or something similar)- THAT is where you can ESCALATE
What 'reason' did you use?
Does seller 'take' returns? (if not, some 'reasons' the seller can deny your return claim)
When buyer opens a return, seller can
a.) refund
b.) approve or deny (depending on if they take returns)
c.) contact buyer
That last one- "contact buyer" is the one you need to 'simply ignore' since they are offering something stupid like 10% for you to keep something that simply will do NOTHING for you.

The seller probably used the RMA option and clicked on "return label already sent".
This is a tactic sellers use to stall the return process and string the buyer along.
If seller does not send a return label within 3 days of opening the return and the "Ask eBay To Step In" option is not available, you will have to contact eBay. Contact eBay thru Facebook. https://www.facebook.com/eBayForBusiness/
Using the instant messaging and explain that the seller has not provided a return label.
Under NO circumstances do you close the return before getting your refund, REGARDLESS of what the seller might tell you.
