Bought a sports card that came in damaged and bent. I sent him pictures. Paid $100 and then seller is claiming I should file a claim with USPS. From my research, and I told him as well, usually the seller would issue the refund and then he would submit the insurance claim so he could get reimbursed as long as he had pictures. And just to confirm, I should not send the card back to the buyer?

He needs to file a claim not you. Return it and open a case against him so you can get your money back. Make sure you open a claim first that your wanting to return the card first.

Go to your purchase history and click return item and select, the item doesn't match the description as the reason.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.
It's up to the seller if they want it returned or if they file an insurance claim.
If they want to file for the insurance, they need to refund, you don't have to wait for the results of the claim.

I see that there is a "arrived damage" as a selection. I should still use the "item doesnt match description" as the reason?

You should open a return case with eBay, with the reason that it arrived damaged, and wait and see if you are asked to return it. It will be up to the seller, or to eBay if they have to step in. If they give you a return label, then send it back. You will be refunded within a few days after it is delivered back to the seller.
Don't worry about the insurance claim. That's for the seller to deal with. Let him deal with it. The seller can still file a claim if they need to. Most insurance claims for shipping damage are denied because they say the item wasn't packaged well enough. That's the seller's responsibility so you should not have to deal with it.
I wouldn't say anything more to the seller about this. Most sellers don't want buyers telling them what to do. They think they know it all.

What you need to do is this: Open an item not as described case. Do not send anything anywhere. Wait three days for a response from your seller. If/when he sends you the return postage, return the item. You will be refunded when the seller receives the card back.
If the seller doesn't send the return label, you return to the case you opened and ask eBay to step in.
You will be refunded without needing to return what you received.

Insurance is usually for items lost in the mail...Buyer has nothing to do with insurance other than lost in the mail.
Seller didn't package it as good as it could have been....supposely...what the shipping company will say.
Return the item for a refund(seller pays shipping) or ask for a partial refund.
Need tracking from seller shipping label before returning something.
And "no returns" does not mean "no returns" on eBay.
Ouch!...you sell the same items...cards. Be very polite and business like. Would I block this seller so he cannot buy from me..."how you treat someone one might get treated the same way"...could be a Chinese proverb.
