I returned a defected item back to the seller and he said after weeks that he never received it. Since he closed this dispute what are my options ?

The carrier tracking number should have been entered into the return case.
What did the carrier tracking details state? Delivered or something else?

You haven't given enough information here. Sellers cannot just close a return case or literally every single seller would be doing that to every buyer.
Did you open a return case on eBay?
If so, what was the reason you chose for the return?
Did you receive a shipping label from the seller to use?
Please answer those questions so you can get the correct answer in return. Best of luck to you....

I did start a case with ebay and there reply was that the seller closed the return and there is nothing they could do about it.

Do you have a tracking number showing the seller received the item and was a case opened on eBay?
If you paid by credit card and have the tracking number you can file a case with them.

If you paid through PayPal, or with a credit card, start another return request within 180 days at http://paypal.com/disputes
And then when you're told to return the item @phil_kohb upload the return tracking number that's already delivered back, or call your card issuer and give them that same tracking number.

You seem to be confused, sellers can only close a return by refunding in full.
There is no other mechanism for a seller to "close a return"
Try to explain again what exactly happened. Exactly what happened.
