Why do they let a customer return an item that was described exactly like what they got, plus was sent to them exactly as described in the pictures? I’m not sure why that you purchase something then ask to refund it and say it’s not as you described it, then EBay lets them send it back.

Probably because they realized they wouldn’t stay in business if they let sellers set return policies.
Obviously … neither eBay nor the seller can know whether the item was still exactly as described at the time it reached the buyer. [‘Stuff happens’ during transit that sellers can’t control or prove.]

Ebay has no idea if the item you shipped is in the condition you state in your listings.
You could have missed a scratch, ding or loose thread.
If could get damaged during shipping.

When a seller announces, as you've done, that they do not accept returns, then an eBay buyer -- who receives an item that is in perfectly fine condition but has changed their mind upon receiving same for any conceivable reason (too expensive, found another for less money, etc..) -- has the option of filling an "item not as described" in order to force you, the seller, to pay for return shipping.
Yes, it's dishonest, but it works.
I'd suggest that you offer 30 day paid returns. That way buyers will have the option of sending an item back and you, the seller, will not get dinged for a "bad buyer experience."
Remember, most people who shop on eBay are simply looking for something to buy... they are not out to scam sellers. In nearly 26 years of selling, I've only had one INAD and (in recent months) a few remorse returns. I paid for the returns and re-sold the items shortly thereafter.
Having said all that, you as seller do have the option of reporting the buyer for filing a false "item not as described." After a number of such reports on a buyer, the buyer will be banned from eBay (at least that is what eBay claims).

Reasons it's not as described:
It didn't fit, it smelled funny, it was too small, too large, too short, too long, there was a stain or a hole, it's too expensive or the wrong color....so many reasons to return an item.... or maybe they simply didn't like it.

About half of those reasons you have listed do not qualify as "not as described", but would be more in the category of "remorse" returns.

Yeah but we all know the buyer chooses a different reason often times to avoid paying return shipping.
