So I bought an item from an eBay seller. It was a box of baseball cards. The pictures the seller had and the description didn't match so I checked with the seller multiples times before buying it to make sure what he was seller matched the description. The item that was shipped to me didn't match the description. I messaged the seller and asked him what he wanted to do about it. He issued a full refund and then requested the item back. I told him that he is the one responsible for return shipping because he's the seller that sold me the wrong item. He keeps saying he can't provide a return shipping label because he already fully refunded me and I have to pay for it. Technically since he already refunded me do I have to ship the item back or no?

Sounds like a great seller to refund you immediately before item returned.
Would I return it?....'Karma' tells me yes.
Who pays for shipping?...Are we talking a few dollars or what?
Seller can always send money through a Pay Payl account between buyer and seller.
We don't know the value of item or shipping so it's depends on cost.
If you wanted a glass of wine in a bar in San Francisco expect to pay $15 bucks...from a cheapie bar...so a few dollars for shipping wouldn't bother me to return item for free.

If he doesn't provide me with a shipping label or money for it is there any way eBay could force me to return it or no since he didn't open the request.

Not really. It's what you want to do.
Sounds like seller did a refund on item + shipping to you.
The seller can block you from future purchases...or tell his friends who sell same stuff.
There are groupies out there who touch bases with one another as sellers selling baseball cards.
