A buyer is requesting for a refund because the zipper of the dress she bought from me (which is new from SHEIN) broke after she tried it on. What should I do? Btw, I chose “no refund/return” on my original selling posting.

If the buyer files an INAD and you want the dress back before refunding, accept the return and pay return shipping.

No such thing as no return /refund:
You agree to the buyers money back guarantee when you sell on ebay.
Options are if a case of "item not as described" has been opened; are:
no return, and refund.
Or return for refund
If fails on eBay they (buyer) can still go to their payment method to dispute the sale...

accept return if a item
no returns does not mean no refunds

Should I issue a partial refund and have the buyer keep the broken dress?

Your choice
Has the buyer sent you any pictures of broken zipper ?
If not I would request if she refuses I would require a return
buyer may be stating damage for partial refund
