I am a seller of a laptop. I speak English. Yesterday, the buyer who bought that laptop on December 12 asked for a return. He speaks Spanish. Thank God for Google Translate. He said that it doesn't match the description or photos. I said I described the item's condition accurately in the seller notes. I don't accept returns, but he is asking for one. How do I know if he is misusing the eBay return system?

No, when a buyer files an INAD, seller pays return shipping and the buyer will get a full refund.

You don't have many options, but to accept the return.

If you don't, buyer can ask Ebay to step in and they get a refund from your account and keep the laptop.

Does it?

 

If the photos were not of the actual item, your item was not as described, no matter what you said in the notes.

 

If he files a Not As Described claim under the Ebay Money Back Guarantee, you will either take it back or forfeit the item and he will get a refund. You will also be punished by Ebay - no fee refund, and a strike which may affect your seller level if you wait for them to refund.

If the buyer opens a return for not as described, you will have no choice but to accept the return, issue the return label and refund when the item is returned to you.

Having a no returns policy is superseded by eBays Money Back Guarantee policy.

No returns policy is for remorse returns only, wrong size, didn't like it, bought cheaper elsewhere, bought by mistake are all remorse returns.  
How do you know if the buyer is misusing returns? You don't.

Yes. I took photos of the actual item. I put everything I knew was wrong with the laptop in the sellers notes. I used AI for the description and it did a good job.

Rinse. Repeat.

I used AI for the description and it did a good job.

The AI gobblety-**bleep** really oversold it. It makes a fast and furious ad with all the features and stats (just pulled from the item specifics anyway) and doesn't mention the battery or any about condition at all. The AI is like a used car salesman. That's how you pitched it to your buyer but they disagree.

Those AI descriptions are good for new items, not so much for used items.

The information in the seller notes should also be in your description.

If you want it returned before refund, accept the return and provide a shipping label.

Then I am afraid that what you did wrong was to be a relatively new seller, with low feedback, offering a laptop for sale online.

 

Accept the return and hopefully, you will receive the identical laptop with no missing parts or new flaws.
