I am a newer eBay seller and I believe that I just got scammed. So there was a item that a user bought then once it was delivered he requested a refund when I did not accept refunds. I reluctently accepted the refund because there were some very minor scratches on the item that were not there when I shipped it out. I sent him the label that I had to pay for then he deleted his account. Will I get my money back?

Your funds should still be in your account if you accepted the return...they should be "on hold" until you get the item back and inspect it....once you have your item delivered back to you, ebay will refund the buyer

That doesn't mean anything.
Also if you worded it properly (I do not accpet returns) it still wouldn't mean anything on ebay.

On Ebay, everyone accepts returns, like it or not.

When a buyer files an INAD, you don't have a choice, the MBG overrules your No Returns.
I sent him the label that I had to pay for then he deleted his account. Will I get my money back?
Buyers can't just delete their account, but Ebay can shut them down.
If Ebay removed them, they probably won't be returning the item.
If the buyer opens a case with their credit card, they'll get a refund and get to keep the item.

Since you were on the hook for the return shipping it seems like your buyer opened a not as described case, if that's what happened you had no choice but to accept the refund.
It seems like you're saying the buyer scratched up the item and then wanted to return it, even if that's the case you will never be able to prove it. You won't be getting any money back. Once you get the item issue the refund by the deadline or eBay will do it for you and that will damage your standing and from what I know you wouldn't get the final value fees back.
I don't think the buyer having a deleted account will play any role in the situation unless they don't plan on going through with the return process. If that's the case I think your return shipping cost for the label would be returned and the refund process would end and you wouldn't be out of any money, but you may want to check more into that.
