Return Label

I just got a message from a buyer to send him a return label he wants to return the item. I have not gotten a return request from Ebay.  I thought the buyer has to "Open a Return Request" first.  At least that how my other returns worked. Should I direct the buyer to Open a Request?

Tell the buyer that you can't just "send a label." He has to go to his order and in the dropdown, pick "return this item." 

Let him know that when you get the request, you'll accept it and he'll get a return shipping label.
