I had a post on the seller forum about a seller drop-shipping from Amazon (with a gift receipt, apparently using their Prime). But this is now about the return.
To make a long story short, I looked at a listing for vacuum cleaner belts on Amazon but based on the reviews, I passed them up. I came to eBay, bought a package of two belts, and the !@#! seller drop-shipped the same ones to me that I had passed up on Amazon and of course for about $5 more.
I tried the belts last night, pretty sure they wouldn't fit anyway based on the Amazon reviews, even though the description indicated they would fit my model. And they didn't fit. The seller's policy is Seller pays for return shipping.
So I opened up a return today and chose Didn't fit, but apparently now it's supposed to be my responsibility to pay for return shipping because there isn't any label for me to print out, just an address to return them to. I guess I should have chosen Not as described for the seller to pay for return shipping.
I've emailed the seller to request a label and told her they didn't fit but they aren't as described because the description indicated they would fit my model. I don't have much hope that she'll respond with a label, or even respond at all.
If I should have chosen Not as described and the seller doesn't offer a label, is there a way to fix this by contacting eBay?

If you had selected Not As Described, the seller would have to pay return shipping.
If they didn't, you would return to the case on day 4 and ask Ebay to step in.
Since you selected Didn't Fit, which is considered a remorse return, you'll have to pay return shipping, unless the seller has Free Returns.

Thanks. Will contacting eBay about it help? It feels like I'm being penalized for something (choices) that's not clear. It's bad enough the seller is drop-shipping in a manner against eBay's terms of service (and likely Amazon's).

If the return is still open, there is a slim chance that the return might be able to be changed. I have heard reports of people saying it happened, but cannot confirm that it was true, and I don’t believe that option appears in any policy document. It may be worth a shot.
Since the belts didn’t fit as advertised, you can submit a payment dispute with your credit card or PayPal, or however you paid, but I would only do that once you have exhausted any options on eBay.

Thanks, lesson learned. Hopefully I won't run into the necessity of a return again, but after this experience I won't be shopping much here anyway beyond my usual, trusted sellers.

I'm a bit confused.
Did you buy from the seller who left your most recent feedback? If so, that seller has free returns, meaning he pays return shipping whatever the reason for the return.
When the seller accepts the return, there should be a label and/or a QR code for the return label.

Sorry, but no, it won't do any good to contact CS.
Years ago, CS could change the reason, but they won't do it anymore.
You can report the seller for violating a policy by dropshipping from Amazon.

Yes, that's the seller (and I'm confused too). That's another issue with eBay apparently not being clear. All I can figure is there's a difference between "Seller pays return shipping" and "Free returns." Seller pays return shipping seems to apply if it's not a remorse reason. But then it would really be no different, I don't think, than "Buyer pays return shipping," because I guess the seller would be required to pay if the item was damaged or not as described.
But clicking on the link for more details for "Seller pays return shipping" doesn't really specify returns classified as remorse are exempt. I don't know... I'm just really disgusted with this whole process.
If I can talk with an eBay rep, that's something to ask about.

I did, but they're still selling and adding new items. Maybe it hasn't been enough time for an investigation, or maybe eBay really just doesn't care. They've not asked for proof, such as a picture of the gift receipt, etc.

Hmm, no, the listing saying “Seller pays return shipping” means they pay for any returns, they don’t get to not pay for remorse returns. It’s possible they have their settings configured to not automatically issue shipping labels, though, and that it’s waiting on them. Can you copy and paste the current status of the return case, or post a screenshot, with any personal details for you or the seller removed of course?

I'm getting tired so I'm probably not thinking this out too clearly. So, is this the process:
The seller doesn't provide a label, I contact eBay and they're no help, so I end up having to send the belts back at my expense, adding insult to injury. I file a dispute with PayPal and if it is decided in my favor, I get the original cost but I'm still out the money for sending the belts back?
