Buyers can log in and mark an item delivered to seller on a return. Even though item wasn't returned or is still on route.
eBay will then mark the item as Delivered on return and ask you to refund. Of course you can't nor can you escalate it because the options are based on it being returned already. The case remains sitting. The issue with this, is the buyer can escalate it at any point and eBay will check tracking and put case on hold. Once delivered eBay auto refunds, and counts case against seller. At no point in time, did eBay allow seller control over return. Not allowing 2 business days for inspection and processing. It was not a case closed without seller resolution as the seller had hands tied behind thier back with no options.
eBay should fix this.

Hard to picture anyone just being able to mark an item as having been returned without there being actual online viewable tracking proving such. Have the rules changed?

No, only the carrier can mark the item as delivered, buyer has no way to do it.

I'm guessing your buyer did the scam where they mail it to your zip but not your address.
Under no circumstances, however, can they manually mark the item as delivered.

It's a glitch when a return hangs for awhile. The buyer can log in and indicate they sent return back. It will lock the return in as needing refund. See image reply to this post

You're confusing carrier tracking with the process of eBay return. Buyer absolutely can log in and indicate they had posted their return after a return sits stagnant for awhile. See image reply to this post

Yes, they can. They log in and indicate their return was posted and eBay asks you if you've received the item yet. It locks the return up for only option to be refunded which if the item is still on route, will land you a "Case solved without seller resolution" which you'll need to appeal return and appeal defect. That the buyer shipped an item isn't the same as it being delivered.

No, when the buyer gets the item scanned when they drop it off, that indicates the item was returned.
If it takes longer to be returned or even gets lost and you paid return shipping, you're still responsible for refunding the buyer.

They can enter the tracking number or have CS add it and that's all.

Let me reinforce what others have told you: A buyer can log in and state that they mailed a return, correct; however, if an issue arises, the only proof eBay will accept is tracking that shows the item was delivered. That's it.

Well, exactly, so why is the return locked up as issue refund only? Why is eBay saying you should have this item delivered? hmmmm Why if it's still on route and arrives it auto refunds and counts as "Case closed without seller resolution" hmmm? I'm right, 100% right, it's a flaw in the return system.
