I listed a new sealed item. I do not accept returns. I have in the past accepted returns if I believe the item may have been defective, the buyer has pictures and the return is in a reasonable time frame. This item was delivered over 30 days ago. The buyer wants to return it using a reason that I will not be able to verify when the item is returned. I’m not sure how to handle this.

Unfortunately, if the buyer opens an item not as described case, you DO accept returns. Read the Money Back Guarantee.
Fortunately for you, the buyer had 30 days to open a case and that deadline has expired.

PayPal hasn't expired and they have plenty of time to file a chargeback. If they file a chargeback you'll refund and pay a $20 chargeback fee.
