Report suspected USPS fraud

I bought an item sold as "new". The price was about half what a full price item costs. Item arrived damaged but pictures of the box show no damage. Seller is treating me right by offering a full refund but claims the item was damaged during shipping. He says he will file a claim with the USPS. How do I report his suspected fraud towards the USPS?

What exactly is this "fraud" that you suspect?

 

The seller may ask you to take the package and contents to a USPS office for inspection. You are not obligated to perform that task, but you can if you desire.

 

Just make sure you file your return case with eBay and select the reason for the return as Item Arrived Damaged.  Getting your refund is the priority here.

 

You are not expected to do anything other than return the item to the seller if the seller provides a prepaid return label thru the return case.

 

Have you opened your return case thru eBay?

You just file an INAD and let the seller deal with USPS.

 

Go to your purchase history and click return item and select, the item doesn't match the description as the reason.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.

 

If seller is planning on filing an insurance claim, they need to refund you now.

You don't know how it was damaged.  If a box falls and lands on a flat side, it can subject the item inside to a lot of force and the box will not show any damage.   You can't assume a scam and it's not so easy to collect on damage like that.  Once it's reshipped, the insurance is voided anyway.
