Being a Top Rated Seller has nothing to do with whether or not you are refunded. 
How you returned the item has a lot to do with being refunded.

Did you open an official return through eBays official returns process?

If that's how you returned the item the seller has 2 days to issue a refund. If 4 days have passed without a refund you can return to the case to click " Ask eBay to Step in".

If you just returned the item by sending it back to the return address on the item then you did it wrong.  
Your only recourse now would be to open a chargeback through your credit card they would probably need the tracking number to the returned package proving delivery to the seller.

ALL buyers, as well as sellers, owe it to themselves to get acquainted with the Money Back Guarantee for buyers,  preferably BEFORE beginning to buy or sell here.
