I refused the delivery because of postal agent ask extra charges like cd changes rupees 4387 or in usd around 53.   I discussed with ebay agent regarding what process done in ebay shipping hub that time ebay agent mistakenly open a case as item has not arrived. And later i contacted ebay regarding this ebay account specialist converted into return case. How i full fill return case without receiving the item. I contacted seller lot of times but does not respond. Also now ebay unresponsive. I also disputed this transaction with the help of my card issuer. But my card issuer ask the credit note and merchant's confirmation letter in this regard. Can anybody tell me i have lost my money in this situation or not? Or my chargeback win this

Since you filed a payment dispute this is no longer a situation where eBay will get involved.

 

Did the tracking number begin with ESUS? Just wondering if this was an eBay International Shipping order or something the seller shipped direct.

 

Generally when international packages arrive with extra charges, that is money owed by you, the buyer, for customs/duties or for carrier broker charges. The seller and eBay are not responsible for covering that amount - it falls to you, the buyer. Refusing the package because you didn't want to pay those fees forfeits your eBay Money Back Guarantee coverage.

A banking institution will usually do a courtesy dispute in a monthly cycle. If you have any other disputes in that month from food deliveries, car rides, store purchases, etc. that's like a red flag and it will make it harder to get a refund from the bank.

Ebay is out of the picture....and a refuse of a delivery makes it very hard to get a refund.

Maybe your bank does, but most banks don't. Some will do a once per year courtesy credit below a certain $ amount. Some are even more strict. Customers filing disputes every single month raise big red flags for the bank. I'd be really careful about giving out advice that's specific to your bank.

Banks in India may work totally different than banks in the US.
