You need to file an item not received case in the eBay resolution center. Link at lower right of this page. If it's too late for that, past 30 days from last given delivery date, file with paypal. Or if you paid by credit card , file with your card company.
One day past the Estimated Delivery Date on the order, you can open an Item Not Received claim, if you still haven't received them. You'll either get a refund or your shoes. Good luck.
Easiest way to get clear and accurate information would be for you to message your seller and ask for status of your order/ tracking number.
If you don't want to do this then you must have received a shipment confirmation message and a tracking number. Use this number to track your item.
If you did not receive a shipment confirmation message and a tracking number then visit your order to see expected shipment date and or expected delivery date. If these dates have passed then open an item not received case through the order itself.
