Has anyone ever sold something new never been open. And the buyer says that the cpu was missing. He stopped payment so now I am out 125 dollars

I don't understand how he could stop payment without you actually cancelling.
Did you send the item before you were advised of payment by eBay ?

Just checked you FB, you refused to refund so eBay will have closed the case in favour of the buyer because you did not accept the return.
You should have accepted, sent a return label and after you got your item back, refunded.
You did not do that so eBay stepped in and return of the item is now not required.
Best you read up all you can on selling procedure and returns before you sell more.

Where did you get it? It could have been a store return where another person removed it and returned it only to have the store resell it. That is why so many things are in plastic packages you have to tear to open.
Or, the buyer could be telling a lie to get the item for free. New sellers do attract such buyers. It's sad but in either case there is nothing you can do. Just how did they cancel that payment ? Credit card charge back?
