Ordered a desktop Webcam to use with my students. However, after I bought it I read in the small print it requires a CD-ROM! Who has a computer that has a CD-ROM anymore? Ebay said it was too late to cancel & to contact buyer. Buyer told me to contact eBay. How do I get my money back???

There's a possibility that the software can be downloaded from the webcam manufacturer site. If the webcam was made a while ago, many manufacturers have taken their cd-roms and made it available in the support or download section of their website. Most likely the cd-rom is available as an ISO image file somewhere on the site.
I'd check there before returning.
Also, as a consumer, it is your responsibility to be familiar with items you buy, especially compatibility when it comes to computer parts or electronics.

In a perfect world, seller would cancel just not to deal with a remorse return, but, ultimately you failed to properly read everything and bought the item. Sellers incur expenses and time. As such, upon receipt of item, submit a claim through eBay for return of item, using no longer needed, keep in mind that you are responsible to pay for return shipping, submit the tracking details, and upon receipt by seller, you will be refunded.
On the other hand, you could sell the item yourself as well.

This was your error.
Since the seller isn't obligated to cancel, why not resell it yourself?

There are cheap external cd-rom drives that connect to computers thru usb. Also I would be shocked if you can't find a driver to download it online.

I have often bought peripherals that came with drivers on CD-ROMs but never have I not been able to find the drivers available for download online.

IDEA: Buy the aforementioned external CD ROM drive on EBAY .... but this time ... READ THE SMALL PRINT FIRST!

My computer, purchased brand new last October with Windows 11 doesn't have a CD ROM drive, but it DOES have a DVD ROM drive!!!
