A buyer doesn't have to send any proofing.
If they filed an INAD, you either refund the buyer and let them keep the item or accept the return and pay return shipping.
If they haven't filed an INAD, tell them to return it for a refund.

Are you saying that...
A buyer told you that the phone they bought from you is broken, but can't send photos of the damage...
or...
You are the buyer and the item is broken but you can't send photos because you don't have a smart phone to take photos with?

There is no eBay requirement that photos be sent prior to a return. If they filed a case, you have to provide a paid return label. If you don't, eBay will refund with your money and let the buyer keep it for free. There is a dead line for you to do so too.

Approve the Return if one is opened or save yourself return shipping and simply refund your buyer.

I'd recommend having them send it back first, it was probably damaged in shipping (if it was ever damaged to begin with) but likely the buyer isn't going help you collect insurance if you could get it approved.
Return for refund... Would Walmart give you a refund if you bring in a receipt but no item and claim it's damaged? If it's not actually damaged they will probably never send it back anyways, accept the case before eBay refunds and you have no way to get it back, send a shipping label and see what happens.
Return for refund ensures you don't become the new target for them to switch accounts, purchase and repeat for more free items.
